Welcome to the Department of the Navy (Navy) web site for the proposed Outlying
Landing Field (OLF) Environmental Impact Statement (EIS). This site has been developed
in support of the environmental review process for the proposed construction and
operation of a new OLF in order to provide the public the most current information
on this project. For this proposal, the Navy will evaluate the potential environmental
impacts of construction and operation of an OLF to support field carrier landing
practice (FCLP) operations of carrier-based fixed-wing aircraft stationed at and
transient to Naval Air Station (NAS) Oceana, Virginia Beach, Virginia, and Naval
Station (NS) Norfolk, Norfolk, Virginia. The EIS will be prepared in compliance
with all applicable laws, regulations, and EIS guidelines.
This site provides current information about the EIS process being completed for

In August 2009, the Department of the Navy announced a delay in the release of the
OLF draft Environmental Impact Statement (EIS) in order to consider potential environmental
impacts related from the introduction of the Joint Strike Fighter (F-35C). As the
F-35C EIS is essential in informing the OLF EIS, the Department continues the deliberative
process. The Department of the Navy will provide updates on the timeline for the
release of the draft EIS when that information becomes available.
